Photoshop has provided us a magical tool to deal with canvas orientation. To do this, you need to click on the Rotate View Tool at the bottom of the Hand Tool in the toolbar. This is a handy tool for rotating the canvas.

In Preset we will select Default Photoshop Size and press Ok. Next, you have to choose the Custom Shape Tool while staying in the toolbar. From the above Shape Properties, you select the heart shape and create it in your working area like that.
Then click on Fill in the properties of Custom Shape Tool and click on the color of your choice. At this time press the Ctrl on your keyboard. Pressing Shift & Alt key together and drag the center point downwards.
Define angle, I set the angle to 30 and click on the check option. Pressing Control, Shift, Alt and T together multiple times for creating the duplicates of heart shape. By using this method you can rotate any shape in a circle or 360 angles.
Create a new layer, Choose Ellipse from custom shape tools. Now make an ellipse as shown in the video. Give it a stroke color; I have a stroke width of 3 Pt. You can increase or decrease it according to the needs of your object.
Leave the background layer, select the shape layer and the ellipse layer together. In the next step, center them horizontally and vertically. Make a copy of the Ellipse layer again; turn on the transformation by pressing the Ctrl + T.

Now press the left click along with the Shift and Alt key, drag down with the mouse and release the left click where you want to create another ellipse. I have made a small effort on my part to make you understand how to rotate in Photoshop.
